    Strategic Interaction in United States Fishery Management Councils

    A two-stage model of interactions within Regional Fishery Management Councils was developed in which management targets were set which may deviate from levels needed to achieve management policy. The first stage modeled bargaining solutions between Council members (harvesters, conservationists, and government) for management targets, and the second stage addressed litigation of those solutions. Results indicate that bargaining power favoring one constituent group could lead to Council outcomes that deviate from management policy. This, in turn, creates incentives for the aggrieved constituent group to litigate.     A technique to measure the thermal diffusivity of high T(sub c) superconductors

    High T(sub c) superconducting electrical current leads and ground straps will be used in cryogenic coolers in future NASA Goddard Space Flight Center missions. These superconducting samples will be long, thin leads with a typical diameter of two millimeters. A longitudinal method is being developed to measure the thermal diffusivity of candidate materials for this application. This technique will use a peltier junction to supply an oscillatory heat wave into one end of a sample and will use low mass thermocouples to follow the heat wave along the sample. The thermal diffusivity will be calculated using both the exponential decay of the heat wave and the phase shift of the wave. Measurements will be done in a cryostat between 10 K and room temperature

The wall structures are composed of superinsulation in some cases and of thermally conductive material in other cases. Heat pipes are installed to provide a path of heat transfer from the interior of the module to space.     The Marine Stewardship Council (MSC) has established a program whereby a fishery may be certified as being sustainable. The sustainability of a fishery is defined by MSC criteria which are embodied in three Principles: relating to the status of the stock, the ecosystem of which the stock is a member and the fishery management system. Since many of these MSC criteria are comparable for global tuna stocks, the MSC scoring system was used to evaluate nineteen stocks of tropical and temperate tunas throughout the world and to evaluate the management systems of the Regional Fishery Management Organizations (RFMO) associated with these stocks

    SSI for the Aged and the Problem of 'Take-Up'

    The Supplemental Security Income (SSI) program provides an income and health care safety net for the elderly poor. The phenomenon of apparently eligible households that do not enroll in, or 'take up' SSI has been noted as a severe problem since the program's inception in 1974. This paper examines SSI eligibility, applications, and participation in the aged population from 1984 (the most recent year analyzed in the literature to date) through 1997. We are fortunate to have administrative data on SSI use that is linked to various panels of the SIPP. We use this information to estimate the SSI-aged application choice. The key findings from the earlier literature are sensitive with respect to exact sample specification, alternative approaches to imputing the expected SSI benefit, and more detailed information on application and receipt culled from administrative files. Our findings suggest that cash benefits may be less influential, and Medicaid access through SSI more influential, than previously estimated.
